People renting a home who are concerned they do not have the power to invest in improvements designed to make it more energy efficient may be pleased to hear the details of a new government green strategy which was announced yesterday (March 2nd).	The exterior of a foreclosed home is shown in Lithonia, Georgia, on March 4, 2009. A proposed program would convert already foreclosed homes owned directly by the federal government into thoroughly energy efficient, affordable rental homes that can be resold as portfolios of rental properties to private investors.
