The Bill & Melinda Gates Foundation announced Thursday a $335 million investment in teacher effectiveness, with major grants for experiments in tenure, evaluation, compensation, training and mentoring in three large school systems and a cluster of public charter schools.	SEATTLE — Ever since Americans sent their children to one-room schoolhouses, parents have known what makes a good school: an inspiring, organized, creative teacher. But researchers haven't been able to quantify what exactly makes a teacher effective and how to tie that to student achievement.

The Seattle-based Bill and Melinda Gates Foundation has announced grants to 15 community colleges and five states. The gifts total $16.5 million (with each college receiving $743,000 over three years), and are focused on strengthening remedial education programs to improve retention and graduation rates.	In a lucrative vote of confidence in Seattle Public Schools, the Bill & Melinda Gates Foundation will give the district $7.2 million over the next three years, saying it is impressed with the five-year plan developed under Superintendent Maria Goodloe-Johnson.
