Wrapping up a rather eventful day, President Obama presided this afternoon over the ceremonial swearing-ins for the final members of his cabinet, Kathleen Sebelius at health and human services and Gary Locke at commerce.	WASHINGTON (Reuters) - The U.S. Senate voted on Tuesday to approve the nomination of former Washington state Governor Gary Locke to be U.S. commerce secretary, putting a Chinese-American in the job for the first time.
