Just as Michigan is scrambling to retrain laid-off auto workers, New York City officials have come up with a plan to find new work for the unemployed from one of its core industries: financial services.

The United Auto Workers union, in deals with General Motors Corp. and other U.S. automakers, tentatively agreed to concessions that may include a pay freeze, cuts in layoff benefits and reductions in so-called skilled-trade positions, people familiar with the talks said.

Faced with a projected $42 billion deficit, California Gov. Arnold Schwarzenegger says his office will send out 20,000 layoff notices Tuesday if lawmakers fail to reach a budget deal before then, according to a spokesman.
