Two upper Manhattan cops were indicted Thursday for making bogus arrests and then concocting evidence against the suspects.



Sgt. William Eiseman, a 13-year veteran, and Officer Michael Carsey, a three-year veteran, were assigned to an Impact Response Team in 2007 when they allegedly made up marijuana charges against Antoine Melville.

The cops then got a warrant after claiming Melville admitted that pictures of guns and drugs that were on his iPhone were in his home, the indictment says.

Police found the contraband, but the Manhattan District Attorney's office dropped the charges, saying the phone was illegally searched - and Melville never made any admissions.

Carsey, 29, had no comment, but his father, Kevin Carsey, 65, was outraged: "So it's what the cops says versus what the bad guy says, and they indict the cop," he said outside the family's Long Island home last night.

In one of the other cases, Eiseman, working in the Manhattan North Task Force in 2008, allegedly illegally searched a drugs suspect's car in Inwood, recovering cocaine.

He told other cops to claim the drugs were found during a precinct search, the DA said. That case was also dismissed.

The cops were charged with perjury and official misconduct.
