Decision on £50m Titian painting
The painting - Diana and Actaeon - was offered for sale by its owner the Duke of Sutherland last summer for £50m.
The deadline for the sale was 31 December but that was extended to allow funds to be raised.
The National Galleries of Scotland and London's National Gallery were jointly trying to raise the money. Only £11m has been formally announced so far.
That comprised £10m from the National Heritage Memorial Fund and another £1m from the Art Fund.
